it's been a special day for the convention. that's it for "special report," fair, balanced and unafraid. "special report" online believe it or not from the convention with these microphones and the sound we're going to do anyway and it starts right now. >> shepard: this is the fox are the live tonight from charlotte, north carolina, democrats bow to critics, return god and jerusalem to their official platform. why did it happen? plus wanted to know what former president bill clinton will say when he takes the stage tonight. he is a fellow member of the most exclusive club on the planet. men who have served as president of the united states. and the relationship between these two leaders hasn't always been smooth. but tonight, bill clinton will step to the stage to do something that no former president has ever done.

and a change of plans at the dnc. officials now working to shift the final day from here to here because of worries about the weather. >> you don't want to put people in danger. >> but storm the only reason for the move? but first from fox this wednesday night. an absolutely stunning moment here at the dnc. democrats over the last hour or so made a couple of changes to their party platform and it didn't go smoothly. critics have been going after the democrats for failing to refer to jerusalem as the capital of israel. and for not mentioning god anywhere in the platform. well, less than two hours ago, they attempted to change the platform to address the criticism. and watch what happened. >> is there any further discussion? hearing none, the matter requires a two thirds vote in the affirmative. all of those delegates in favor say aye. >> aye. >> all of those delegates opposed say no.

[no] >> in the opinion of the -- let me do that again. all of those delegates in favor say aye. >> aye. >> all those delegates opposed say no. >> no. >> i guess. >> you have got to rule and then you have got to let them do what they are going to do. >> i will do that one more time. all those delegates in favor say aye. >> aye. >> all those delegates opposed say no. >> no. >> in the opinion of the chair two thirds have voted in the affirmative, the motion is adopted. and the platform has been amended as shown on the screen.

>> shepard: two thirds, some questions, i suppose, about whether they really got the two thirds majority they needed. you heard the audio. for now the platform is changed. a senior campaign official now confirms to fox news that president obama personally got involved to make all this happen. john roberts begins our coverage tonight live at the dnc. john, what a day. >> what a day it was. this is the most news we have seen at a political convention. democrats were facing withering criticism from jewish groups about the change in language from 2008. one jewish group is taking out a full paged a in tomorrow's local paper. they obviously say that they are happy that the language for jerusalem is back in. they are still worried though about that lackluster vote and the fact that other language regarding hamas and israel being america's strongest ally in the region is still out of the platform. no explanation as to why jerusalem was taken out in the first place though we do understand there was consternation from arab americans in the michigan delegates about that language going back. in the same thing happened to them on god as well.

taking out the word god from the 2008 platform even though only used as adjective talking about people's god-given. black clergy outraged by the word coming out. president obama apparently personally intervened to get that back in, too. according to our ed henry saying why was it taken out in the first place, shep. >> shepard: is this all settled now, john, or what? >> well, as of tonight, it would appear to be settled, shep. they had 10 minutes, that is all of the delegates, all of the delegates had 10 minutes to object to the adoption of the new platform. that did not happen. the obama campaign, even though the president ircht screened to get the language back in saying this is a faux controversy being trumped up by republicans. that's their answer to what happened. we also should note, shep, though in terms of a vote. there was a controversial vote at the tamp convention for the republicans that didn't seem to have the votes they needed and it still passed, too. the adoption of something even though they might not have had two thirds is pretty routine.

>> shepard: john roberts live for us at the convention tonight. the president got here to charlotte today. he was supposed to rehearse his acceptance speech at bank of america stadium know the plan is to speak here. moved indoors because there is a threat of thunderstorms tomorrow. for the past couple of days the weather was awful. today is better though. ed henry is live at the quepghts. what's the latest on this move to indoors? >> shep, they are saying the president got here tonight and he is deeply disappointed that he can't go to that larger venue like he did in 2008 in denver. what's interesting, is the republicans are jumping on this and saying is it really weather concerns or a lack of enthusiasm, maybe some fears inside the obama camp they could to the fill a stadium of 65,000 seats. stefanie cutter with the obama campaign told me in an interview that's nonsense. >> i think that 65,000 people that were scheduled to come tomorrow night probably disagree with that. and will -- are pretty disappointed that they are not going to be able to come to it

see the president. we are disappointed, too. but the chance of severe weather the chance of putting those people at risk was too high and we just can't risk it. >> obama campaign officials also tell me that they had nearly 20,000 people on a waiting list. by the way the president tomorrow going to do a national conference call with tens of thousands of supporters who are now not going to get tickets to the big speech on thursday, shep. >> shepard: disappointment out there. it's going to be in this building but no balloons in the ceiling. i guess there is not time for that. >> that's right, shep. a long tradition you rain down thousands of red, white, and blue balloons. you get the great picture on thursday night. if you look up in the rafters here, there is actually no balloons up there because tawas supposed to be at the outdoor venue. they wouldn't do balloons there on thursday night. they would just blow away. i'm told they were supposed to do fireworks at the outdoor stadium. that's been shelved. you can't do that indoors. i'm told they can't order 100,000 balloons overnight. they are not going to have any. they are trying to figure out at this hour what to do tomorrow to celebrate.

by the way also trying to figure out what to do with earth, wind and fire. they were supposed to perform outside. they are not sure if they can fit them in here, shep. >> shepard: i understand there are concerns now too about money. >> there are. i'm told that in some private closed door meetings with their campaign donors here, top obama officials say they are more nervous privately than they have let on publicly about mitt romney raising $100 million in the m nt of august alone. democratic national committee officials are down playing this saying that money might not have that much of an impact. take a listen. >> they have spent millions and millions of dollars in states all across the country, including their super pacs. the president is tied in every battleground state and ahead in the national polls. at some point these ads have diminishing returns. what happens up here on thursday night versus what happened in tampa and the eastwooding last thursday night, that's going to be more determinative to the outcome of this election than ads. >> nevertheless, i'm told by senior democrats that obama officials in private are

saying they are concerned that all this extra money that mitt romney has pouring in could be used not just for tv ads in the final days but also get out the vote, a ground game that could be a big challenge to this president, shep. >> shepard: ed henry on the convention floor. thanks at lot. the main event tonight was supposed to be former president bill clinton's speech. president obama personally asked the former president to give the nominating address a first for a former president. of course, they have not always been so chummy. we'll look at how things have apparently changed since the last democratic convention from the journalists of fox news on this special edition of "the fox report" live from the dnc in charlotte. this is america's choice for news and information on cable, it's great to have you with us.

former president clinton is set to officially nominate president obama for second term. this is the first time a former commander and chief is giving the nominating address. and now we're getting a look at some of what president clinton plans to say. here is a quote: if you want to you are on your own winner-take all society, you should report the republic ticket. if you want a country of shared prosperity and shared responsibility, we're all in this together society, you should vote for barack obama and jody biden. today on "studio b" one of clinton's former speech writers told me that the former president hand writes his speeches on a yellow legal pad and gets lots of advice. >> he, of course, has people around him. a lot of people have sent in ideas and he has reached out like he always does. >> shepard: what kind of ideas. >> in the way he always wrote speeches back in the white house and sense. he picks up the phone and calls people late at night and early in the morning and makes phone calls what do you think we should be talking about. out in the country talking to real americans all the time and getting input. wants to hear what they think

the argument should be. >> shepard: earlier today the republic vice presidential nominee told us what he expects to hear from president clinton tonight. >> we're going to hear from president clinton tonight in charlotte. my guess is we'll get a great rendition of how good things were in the 1990s. [ laughter ] we're not going to hear much about how things have been the last four years. >> four years ago former president clinton was not speaking too highly of then senator obama who defeated hillary clinton to win the democratic nomination. james rosen continues our coverage from charlotte tonight. what else are we expected president clinton to say, james? >> shep, we expect the former president to try to draw a stark contrast between this convention and the one that unfolded last week. he will say, among other things, and i quote. in tampa the republic argument against the president's re-election was pretty simple. we left them a total mess. he hasn't finished cleaning it it up yet. so fire him and put us back in. mr. clinton will go on to say i like the argument for president obama's re-election

a lot better. he inherited a deeply damaged economy. put a floor under the crash. began the long hard road to recovery and laid the foundation for a more modern, more well balanced economy. unquote. we can expect him to tackle head on this charge mitt romney leveled against president obama that he gutted welfare reform. that rebuke will come from the architect of welfare reform bill clinton himself. >> shepard: so presidents clinton and obama are pals now? [ laughter ] >> i don't know that i would put it that way. i would think this extraordinary moment is best seen not as the full flowrg of a warm and fuzzy friendship. the kind of transaction between two political professionals. the harsh accusations of race baiting that accompanied the 2008 democratic primary long ago gave way to a kind of pragmatic alliance now that hillary clinton is an integral part of the obama cabinet. the relationship between these two men will always be defined in part by their stylistic and perhaps even their

philosophical differences. >> president clinton famously head of the dnc tried to find common ground, bridge differences. we now live in a time when the basis of the two parties are highly polarized and there is more -- tends to be more of an appeal to the party base as opposed to try to reach out to independence and so forth. then there is a generational difference somewhat as well. >> you have to doubt that bill clinton is going to be nervous before his performance tonight. this will be his seventh address to a democratic national convention in the last 25 years. shep? >> shepard: seventh address. i found it interesting earlier, james, to find out late last night he is sitting there with a legal pad and waiting the thing himself and got up again this morning to do it again. no computer, no ipad. just clinton and a pen. >> right. not since thomas jefferson has there been so much brilliance in one room as president kennedy once said. look, we talked to some senior obama biden campaign aides there was reporting this

morning to the effect that bill clinton wasn't going to submit his draft into the obama folks until just before show time. they sought to rebut that. they told me that they have been working very closely with bill clinton and reviewed in broad terms what he is going to say. they also gave him a total running time in terms of length for the speech. they then said to me look we give this man as much time as we think he needs to make the case because it's an important speech. shep? >> shepard: history tells us is he going to take as much time as he wants. i remember vividly putting up a clock on him to keep him on special they don't want the speeches to run out of prime time. they want them to still be awake for them. >> that's right. we have to remember bill clinton in 1988 when he gave the keynote address as up and coming governor from arkansas didn't fare that well. that speech went on too long and did not get good reviews. for all of those aspiring to give that kind of keynote address you can bounce back. he became the nominee in 19 2. >> shepard: and had a good time doing it james, thank you. we will get back now a minute. secretary of state hillary

clinton is not here in charlotte for her husband's big speech this evening. the secretary of state is in china. the latest stop on a tour of six nations. frankly, it's actually illegal for the secretary of state to go to political conventions like this one. this is the first time secretary clinton is missing a dnc since 1968. wow. james rosen, she has been on the road as much as any secretary of state i have ever heard of. >> more than any secretary of state. she long ago passed the record, shep, for the most miles logged by an american diplomat at the top. and, of course, as you say, she is prohibited from coming here and enjoying this moment of her husband's. let's be honest, one thing we can expect to hear from bill clinton tonight is going to be some kind of language about his wife. he will express pride at her performance as secretary of state. he also will do something perhaps subtle, perhaps not so subtle to lay groundwork by 2016 run by hillary clinton. democratic consultants and

campaign veterans say she really hasn't ruled that out. >> shepard: i wonder the degree to which they are concerned here at the dnc that just having bill clinton back up here would elicit memories of great times and great economic prosperity and that folks might draw a contrast between then and now which maybe they don't want. >> certainly that concern was raised internally. i think it was discounted because bill clinton serves a higher purpose, which is to remind democrats that they have presided over good times. that they have helped the economy get better that's the argument for bill clinton and his presidency. when you see this relationship between bill clinton and barack obama. both men get something from the exchange. bill clinton provides to barack obama a kind of ora of economic stewardship. barack obama provides to bill clinton a sort of measure of personal integrity that was lacking certainly at the end of the clinton president. there is the factor of hillary clinton and what could be done with her fortunes for this speech. >> james rosen on the floor of

the convention tonight. james, thank you very much. you hear the applause in the crowd. and they are standing and on their feet across this arena. can you see that the minority leader of the house of representatives nancy pelosi is taking to the stage. the former speaker of the house about to address the convention hall which appears now to be almost 100% full. this, we're told, is not going to go very long. so we're going to listen to former speaker pelosi, leader pelosi and then get on with the rest of the night's news. this is the fox report on fox news channel. >> good evening fellow democrats. ensure that being a woman is no longer a preexisting medical condition. enforcing other laws to check the legal status of those they reasonably suspect of being in our country illegal will he. critics call it the show me your papers provision. political victory no doubt for the state's governor jan brewer she has been locked in a standoff with the white house for two years now. supporters say they need this law because the feds are not doing enough to secure the borders. opponents argue it could lead to racial profiling and harassment of people illegally in the united states. a judge upholds and that part of the lou can now go into effect. governor romney weighing in on the changes to the democratic party platform. he went after president obama in a big way for giving himself a grade of incomplete on the handling of the economy. we will hear more from governor romney as he sits down with fox news as fox reports live from the democratic national convention in charlotte. it's the bottom of the hour. and the top of the news is coming right up.

women's vote. mike emanuel is with us. covers capitol hill for us. correspondent around here for as long as i can remember. the president has lost some support among women voters according to the most recent survey. of course in fact, his numbers are down precipitously. >> seeing going after the traditional democratic constituencies tonight that native america woman from montana elected earlier statewide office rising star education official. you have barbara the longest serving female member of congress. the longest serving female member of the united states senate. so they are reaching out and saying women, we care about your issues. you have been with us. we want you back. even later this hour they will have the president of planned parenthood to try to hammer home that message that we are for what women want. women's health, women's issues. >> shepard: it's interesting to see the way those numbers have gone down. and i wonder what the thinking is among the party and among

political insiders in generals to why his numbers with women have gone down. >> well, we have heard from some who suggest that the fact that people are having trouble finding jobs. and so in the end, if you are a woman who needs a job, you are worried about a job putting food on the table for your family, that could be a reason why you may suffer a bit and perhaps you are giving a look at the other side. and so, what they are saying here tonight is we have been for your type of issues for a lot of women. and we are still here for you. >> shepard: you cover congress for us. that would be sort of down ticket from the presidential election. >> sure. >> shepard: i wonder how concerned members of congress are in both houses with the fact that the democrats don't seem to be getting much money in, at least not nearly as much as the republic team. >> there are serious money concerns. every time there is a headline for the republics, the democrats put out a fundraising appeal saying help us, help us. we need your support to make this happen. >> senator barbara mccullski

now of the state of maryland will be coming out to give her address tonight. i wasn't aware that this was going to be happening, the parade of ladies on the set tonight. >> well, they want to show that they have been open-minded about having women serve. they had the first female house speaker nancy pelosi speak a few moments ago. barbara mccull ski has been in the congress in the united states senate for a long time. longest-serving and both congress and the u.s. senate. they want to parade her out here. >> shepard: she got a high five and now the speech. barbara mcdull skiski from the state of maryland. >> good evening. i'm senator barbara mccullski from the great state of maryland. [cheers and applause] 26 years ago, i became the first democratic woman elected to the senate in her own right. i was the first but i made sure i wasn't the only. [cheers and applause]

today, we're proud that there are more women serving in the united states senate right this minute than had served in all of american history when i arrived. but we want more. [cheers and applause] now, we democratic women of the senate are like the olympic team. as you can see, we come in different sizes. [ laughter ] but we sure are united in our determination to do the best for our country. [cheers and applause] we built families, businesses, and communities. we're sunday school teachers and former governors. prosecutors, and moms in tennis shoes. [cheers and applause] i was a social worker for baltimore families.

now, i'm a social worker building opportunities for families through the america. friends, we work issues and we work on the macaroni and cheese issues. when women are in the halls of power, our national debate reflects the needs and dreams of american families. women leading mean that congress is working to create jobs, make quality child care more affordable and strengthen the middle class. because we understand the american we love grows the he economy and opportunity from the middle out, not the top down. these are president obama's priorities. we know that every issue is a women's issue. [cheers and applause] and equal pay for equal work is an all-american issue. the 70 cents for every dollar that men earn makes a real difference to our families. families stretching can make every dollar count. we are so proud that the first law signed by president barack obama was the lily ledbetter fair pay act. [cheers and applause] the first bill was about america's first princes, principles, quality and prosperity. those republicans in the senate tried to block our efforts to go further and end pay discrimination once and for all. but, hey, we, the women of the

senate, with president obama by our side, we're going to keep fighting, our shoulders square, our lipstick on, because you deserve equal pay for your hard work. [cheers and applause] nothing gets done more to improve the day-to-day lives of american women and our families than healthcare reform. before healthcare reform, women, can you believe this, women would be charged 50% more for their health insurance than men in nine states. [boos] >> listen to this: in nine states, victims of domestic violence were denied coverage simply because of those victims. well, anyway, you know what's happening.

we -- our program grams and cancer trust strange the family budgets. often we had to go without to be able to pay for those services and we have tried to change that millions of american families know that we're just one medical catastrophe away from financial disaster. now, we democrats believe in family responsibility, not family bankruptcy. [cheers and applause] with healthcare reform we are making gender discrimination by those insurance companies illegal. we ensured life saving preventative services and the full range of reproductive services are now covered. [cheers and applause] because of president obama's leadership, being a woman is truly no longer a preexisting condition. [cheers and applause]

we the democratic women of the senate have worked with our president to do a lot to strengthen families and security in the middle class. and like the first family, we stand with our military families. [cheers and applause] now, we are ready to do more and, for that, we need reinforcements. take a look at the women running this year. those who can help us and the president get the job done for you. god bless you and god bless america.
